A Large Chair Does Not Make a King, By Kofi Atta Annan
I am
very pleased to see that civil society in Nigeria is taking a constructive role
in helping the country prepare for the forthcoming national elections. A strong
democracy needs a vibrant and engaged civil society, capable of expressing
popular concerns in a responsible and constructive manner. Politics is too
important to be left only to politicians alone. And elections are the key
moments in political life, since they are the foremost mechanisms for peaceful
and democratic rotation of leadership.
U.S. says Nigeria vote a factor in Boko
Haram attacks (Reuters, 13 Jan 2015)
Nigeria's election next month is a factor
behind the sharp increase in attacks by Boko Haram Islamist militants in the
north of the country, the U.S. State Department said on Tuesday. Spokeswoman
Marie Harf said, however, that the Feb. 14 presidential election should go
forward despite the violence, which the United
Nations and human rights groups say has forced
about 20,000 Nigerians to flee to neighboring countries in recent weeks.
Boko
Haram’s vicious tactics in Nigeria reach new low(Irish Times, 13 Jan 2015)
With
the attention of the world distracted by Charlie Hebdo, the remorseless wave of
killings in northeastern Nigeria in recent days is in danger of passing under the
radar. The weekend deaths of at least 42 in market “suicide” bombings, by what
were allegedly 10-year- old girls, capped a particularly brutal fortnight
rampage by the country’s own-brand Islamist militants, Boko
Haram. According to Amnesty International, up
to 2,000 people died in attacks by the group, in and near the town of Baga, in
worst-hit Borno state near Nigeria’s border with Chad.

The United Nations says attacks by Boko
Haram militants in far northeastern Nigeria have forced more than 11,000 people
into neighboring Chad and may have displaced 150,000 overall, since seizing the
town of Baga and nearby villages on January 3.
U.N. Office for the Coordination of
Humanitarian Affairs spokesman Jens Laerkesaid information is sketchy because
Baga and the surrounding areas have been inaccessible.

Le président gambien Yahya Jammeh a nommé ministre de
la Justice Mama Fatima Singhateh, qui fait son retour au gouvernement, selon un
communiqué lu mardi soir à la télévision d'Etat, nomination intervenant cinq
jours après un remaniement de son administration. Mme Singhateh, désignée
procureure générale et ministre de la Justice, a occupé les mêmes fonctions
avant d'être limogée en août 2014, sans explication officielle.

Court Summons Six Journalists and Lebanese for Criminal Coercion(Liberian News agency, 13 Jan 2015)
Six
Liberian journalists and a Lebanese merchant were on Tuesday summoned at the
Monrovia City Court on charges of Criminal Coercion. Tete Gebro of Radio LIB-
24; Boima V. Boima of New Democrat; Octavian Williams of Nation Times
Newspaper; as well as Charles Yates, Rufus Paul, Emmanuel Dahn, and Sam Fawaz a
Lebanese, were sued by Henry Costa of Voice FM Radio and one Musa Sackor for
accusing them of deporting Sam Fawaz from Liberia.
SENEGAL- L'opposant

L'opposant gambien
Cheikh Sidiya Bayo, qui a revendiqué la tentative de coup d'Etat avorté, dans
son pays, a été extradé vers la France, dans la nuit de mardi à mercredi,
rapporte la RFM. Bayo, qui a la double nationalité (française et gambienne),
est accusé par les autorités sénégalaises de mener des activités subversives,
en violation des lois qui régissent le statut de réfugié.
BENIN- Fin de l’épidémie Lassa(Gouv.bj, 14 Jan 2015)
Le ministre de la santé a rencontré les hommes des
médias à son cabinet. C’était jeudi dernier, lors d’une déclaration à la
presse. Cette déclaration consacre fondamentalement la fin de l’épidémie de
Lassa au Bénin. Dans la salle de conférence du quatrième étage de son cabinet,
on pouvait noter la présence des membres de ce cabinet du ministre, du
représentant du représentant résident de l’OMS au Bénin et des directeurs
techniques et centraux.
COTE D’IVOIRE- Welcoming recent progress,
UN envoy urges vigilance in run-up to elections (UN News, 13 Jan 2015)
While praising Côte d’Ivoire’s significant
progress towards lasting peace and economic recovery, the top United Nations
official in the country told the Security Council today that vigilance and
determination will still be required to hold onto recent gains and lay the
ground for presidential elections next fall.

législatives le "20 septembre" afin de mettre fin à la transition
ouverte, après le départ du pouvoir de Blaise Compaoré, chassé par une
insurrection populaire le 31 octobre à l'issue de 27 ans de règne.

Madama,
located in the northeast of Niger in the vast Teneré desert, is 10 days’ drive
from the capital Niamey and doesn’t even feature on most maps. This is where
Jean-Yves Le Drian, French Minister of Defence, spent the first day of 2015
visiting troops in a brand new military base, which is being set up as part
of France’s Operation Barkhane to fight Islamist terror groups in the Sahel.
TCHAD- Menace Boko Haram:
Ndjamena renforce ses contrôles aux frontières (RFI, 14 Jan 2015)
La montée des attaques de la secte islamiste Boko
Haram au Nigeria et au nord du Cameroun pousse Ndjamena à renforcer ses mesures
sécuritaires. Augmentation de la surveillance, multiplication des barrières de
contrôle : le Tchad, qui a anticipé la menace, a redoublé de vigilance avec les
nouveaux afflux de Nigérians sur son territoire.
Officiellement, c'est
une démission ; en réalité, c'est un licenciement. Moussa Mara, le Premier
ministre malien, en poste depuis neuf mois, avait fait l'unanimité contre lui.
Considéré comme une
"trouvaille" par le président Ibrahim Boubacar Keïta (IBK), qui l'a
nommé en avril 2014, cet expert-comptable membre d'un petit parti rallié sur le
tard à la majorité présidentielle n'a jamais été accepté par les caciques du
Rassemblement du peuple malien (RPM), la puissante formation au pouvoir.
SGI : Le Mali parmi les six pays

Une délégation américaine de 9 membres séjourne depuis
dimanche dans notre pays. Conduite par le chargé d’affaires de l’ambassade des
Etats-Unis, Andrew R. Young, la délégation a été reçue lundi par le Premier
ministre Modibo Keïta. Au menu des entretiens, la nouvelle initiative de Barack
Obama (SGI) axée sur la sécurité, la justice et la gouvernance en Afrique, un
programme d’assistance annoncé en août 2014 à Washington à l’occasion du sommet
USA-Afrique. Venue en équipe interministérielle, la délégation américaine a
déjà eu plusieurs séances de travail avec ses interlocuteurs maliens.

La formation du nouveau gouvernement du Mali, dirigé
par Modibo Keïta, a été diversement appréciée par la classe politique malienne.
Dans un communiqué parvenu à Xinhua, le Rassemblement pour le Mali (RPM), parti
majoritaire, félicite le Premier ministre pour " la prise en compte du
fait majoritaire dans le choix des hommes et des femmes chargés d'animer
l'action gouvernementale".

New Study Suggests End of Ebola in Liberia
by June (VOA, 14 Jan 2015)
A new study found Ebola could come to an
end in Liberia by June, if the trend toward better hospitalization and
preventive care continues.
The study, published in the journal PLOS
Biology, looked at factors such as the location of infection and treatment, the
development of hospital capacity and the adoption of safe burial practices.
